What is a Safety Management System (SMS)? It is a system that includes organizational structure, planning activities, responsibilities, procedures, processes and resources for developing, implementing, and maintaining the Health, Safety, and Environmental (HSE) Process, and often are part of an overall integrated management system (IMS).

 

The primary objectives of Safety Management Systems (SMS’s) are to eliminate loss causing events, ensure external and internal customer satisfaction, comply with regulatory requirements, and maximize productivity through safe operations. An SMS is not just documentation. They provide a systematic means of ensuring safe operation for facilities, by managing control measures in a comprehensive and integrated manner.

 

No particular management system model is correct or best; but it is generally recognized that sound management systems are all fundamentally similar.  Compliance with laws and regulations usually do not require a particular standard or format to be used.  However, utilizing a proven standard may assist companies by providing a sound foundation for their Safety Management System.

 

It should be noted that in today’s world many companies have expanded their management systems to include Security.  These management systems, while retaining the precepts of a Safety Management System, are commonly known as Health, Safety, and Environmental and Security (HSES) Management Systems (HSES-MS).
